Um, can&#039;t you just argue that Philly P&#039;s is not a take-out operation, and just have more people eat there, thus rendering the argument null? I have never seen anyone order from Philly P&#039;s, so that alone should count towards the fact that they aren&#039;t really a take-out operation. I&#039;m not a law student, so i don&#039;t know this stuff, but it seems the DCRA&#039;s logic is flimsy at best.]]></description>
